Meet Kelley Kelley

Over the course of her career, founder Kelley Kelley has worked with organizations of all sizes to improve procurement processes, develop effective solicitations, manage contracts, and solve complex business challenges. She has built her reputation by listening first, asking the right questions, and finding practical solutions that work.

Kelley believes every client deserves personal attention and honest advice. Rather than applying a standard approach, she takes the time to understand each organization's goals, challenges, and priorities before recommending a path forward.

Since beginning her procurement career in 2002, Kelley has led initiatives that advance cooperative contracting, strengthen lead-agency partnerships, and deliver
measurable results for entities nationwide. She is known for aligning diverse stakeholders, streamlining processes, and creating scalable solutions that save time, reduce costs, and expand participation.

Kelley’s career reflects a deep commitment to improving procurement processes, leveraging technology, and expanding collaboration through innovative strategies. She has designed and delivered training programs for employees and suppliers, developed procurement guidelines and templates used across multiple agencies, and spoken at industry events, including the Arkansas Chapter of NIGP annual conference.

Kelley has held leadership roles with Little Rock Water Reclamation Authority and the Arkansas Office of State Procurement, where she managed procurement operations, developed statewide solicitations, and supported agency staff through training and collaboration. Her work continues to foster innovation and strengthen the bridge between public and private sector partners.

She is passionate about elevating procurement as a strategic driver of value, transparency, and meaningful partnerships that benefit communities nationwide.

Kelley is a member of The Institute of Public Procurement (NIGP) and Arkansas Chapter of NIGP (ARNIGP). Since 2008, she has held various positions within ARNIGP, including President, Treasurer, and board member.  She is a three-time ARNIGP Buyer of the Year award recipient.
